13th national day of government commitment against the human trafficking and controlling smuggling at Pokhara, Kaski district.





6th September 2019
Participated the 13th national day of government commitment against the human trafficking and controlling smuggling is our responsibility. In the program there was involvement of different government and non government organization, civil society, media, advocate and stakeholders. The Ministry of Women, Children and Senior Citizens has appealed all to organise the programs for a week marking the 13th national day against human trafficking and controlling smuggling is our responsibility. All people gathered there and started a moment showing pumplets. The rally was started from Zero km to Prithvi Chowk kaski, pokhara.  When we went at Prithvi-Chowk and all the people were gathered in front of district traffic police office in kaski, pokhara.

                    

September 6 is observed as a national day against human trafficking marking the endorsement of the SAARC convention against trafficking of women and girls, 2002 by the parliament on the day in 2063 B.S.

                 

The program was started by welcoming to all the people. Then Shakti Samuaha showed social dramatic program in the road about the human trafficking. The road show program was for providing proper information, knowledge and education about the human trafficking. In the program they described how the women faced human trafficking. The show was giving the knowledge about the human trafficking. At end program Mrs. Nardevi pun described about the human trafficking also advised people to organize the awareness programs about the human trafficking and smuggling which can help to solve the human trafficking problem as well as smuggling too.

                    

The program is very effective. In the program child also participate.  Human trafficking is a serious problem of Nepal. So, government must be worked seriously on this topic. Day by day human trafficking is increase for various purposes like forced labor, slavery, removal of organs and sex slavery, Sexual exploitation, or sex trafficking. Government must be organized different awareness program in the rural area. The government must give priority in solving and eliminating the human trafficking.

Visit in Good Neighbour Service Association ( GONESA).




 Visit in Good Neighbour Service Association ( GONESA).
                 

We visited in good neighbor service association (GONESA) with our focal person Ms. Sabnam Sharma, and we fk fellow Anu, and me ( ganga). It is located in damside Marga ,Birauta kaski, pokhara. The GONESA worked at 5 Districts (Kaski, Syangja, Tanahun, Gorkha and Prabat). We met the Mr. shiva poudel. They shared how they started the organization. They worked from street children collaborating with CWIN.  There are total 69 staff members.
The GONESA have own house to the children. Generally they stay there for 2 years. They give training on sanitation and gives free medical treatment. They collaborate with the Manipal Hospital for check-up. They collaborate with 75 schools for giving scholarship and also provide the creativity training to the children's. It specially focuses on marginalized people of kaski, pokhara. During the earthquake they maintain school for 3 years in Gorkha. They support financially some amount of money to the school during the earthquake in Nepal.

 It is a non- profitable and non government organization which established in 1998. It is registered in kaski District. GONESA has been implemented various projects in association with VISPE Italy, Intervita Italy, European Union, National youth opportunity federation, care Nepal, UN volunteer and local government to uplift the lives of children women and marginalized community. It has focused on quality education, early childhood development, health and sanitation, climate change adaptation and livelihood. GONESA maintains coordination and collaboration and marginalized community.
The vision of GNOSEA is to make healthy and prosperous society which ensures basic human rights, livelihood opportunity to all citizens of society regardless of gender, geographical area, and caste, religious and political believes.
The mission of GONESA is to promote human rights for respected and dignified life. To fight against all forms of suppression, atrocities, inequalities, discrimination and injustice and focus on holistic development approach like human development with economic, cultural spiritual advancement with physical development with all basic facilities.
The goal of GONESA is to assists the development process by carrying out advocacy, awareness and providing services on education, health, livelihood enhancement and capacity development to socially and economically marginalized groups primarily focusing on youth, children and women.

 As, we all know that our women's big festival called dar khaney in that occasion of that the GONESA also organized the program for all ladies. They invite us in the program. So, we saw all staff wears sari and looks beautiful.  Then the program was started by welcoming all the beautiful ladies. They gave gift to all ladies. Then floor was open for dance. All ladies went for danced. and we also danced there.Then we get refreshment by eating lots of delicious food.
The program was so good. We enjoyed a lot. I want to say thank you to all the GONESA staff for invite us. Now, I absolutely know how they are working supporting helping the children and women.  I did not have any idea how they worked before. I learned how it worked.

Interaction program and third district meeting



We attend the interaction program and third district meeting which is organized by National Campaign for education Nepal (NCE- Nepal) and District coordination council. In the program there are around 30 people participated which are the member of NCE related in different field like public schools, advocates, media and NGO's.  The meeting was held in Aama Milan Kendra, Naagdhunga, pokhara.
NCE Nepal is established in 23rd Chaitra 2066. The main vision, mission and goal of NCE was every citizen is educated and empowered to improve their well being and enjoy full potential in a justice, equitable, inclusive and peaceful society. To facilitate empowerment and improvement of the lives of poor, marginalized and excluded children, youth and adult through research, policy advocacy, capacity building of stakeholders, solidarity building, resource mobilization, networking, education resource and information dissemination and act as a watch dog and pressure group. To helps to equitable, inclusive, free, compulsory and quality education for children, youth and adult as their fundamental right to education in Nepal.
Opening session was started by Mr. Narayan Subedi from National coordination council. He was reading the banner and signature it. In the kaski there are total 632 schools. Now a day's students are decreasing because Children are involved in working sector.
   
 Ms. Indira Poudel from Aama  Milan Kendra. She shared about how Aama Milan Kendra worked. It specially focused to old people, child and women. 

Mr. Dili Ram Subedi is a secerity of NCE. He talked about NCE. In 2003 get commitment on education sector. In global campaign 17, 18 countries are participated. It has a network more than 339 organizations, which works for evidence based policy advocacy so as It to ensure equitable, inclusive, quality education and lifelong learning opportunities for all is seeking a qualified, motivated and dedicated person for the post of Program Officer. In 23 district there are 52 organization are working. There are 3 indicators. They are education, health, transportation.

There was a group discussion then Ms. Lochana from sahara school appreciate the work of NCE- Nepal that NCE- Nepal has contribute to form education mission. The government focused on the education sector. In Nepal there was not proper management of education. If education sector is improved then people are more educated. Education helps people to learn positive attitude and they achieve their goal. The government focused to education because the children will stand out as future leaders to develop the nation from all the issues and hurdles, stopping to grow.
There was the problem of birth certificate. Without birth certificate they did not get admission in the school. Always people talks about children rights but they did not know about their duties. The government and non government give knowledge about their rights and duties.


 From that program I learned that Education is all about being independent, human right and being good citizen of country. Education helps the people to motivate, experience and confidence to face the outside world. Education doesn’t mean to just go to schools and colleges daily and attend exams, it is meant for gathering knowledge and relating it to our daily lives.

Participated in Civil and Political right program in Gandaki Pardesh.



The program was organized by INSEC of Gandaki pardesh in Teeka resort. The program was about the civil and political rights. In the program the participated are from different organization like government, non- government, media and advocacy. In the program there was around 50 people are participated. 

The program was opening by Mr.shiva khakurel by welcoming all the participation. And said that still there was also research problems. Government should serious on the problem which is arising on civil and political rights and help to find the solution. And he discuss about civil rights.
               
Second session was a presentation of Ms. Samjha shrestha. She shared the history of civil and political rights.

Mrs. Bina silwal is from Kopila Nepal of gandaki pardesh. She said that civil and political rights for her are new. So, she was interested in this program. She shared that education, food, and housing is very important in our life. Now a day's women violence is increasing so, government and other non government organization focused to control such violence. And she said that dalit people are still back.  Avoid the negative thought. Encourage the youth people.

Mr. Rohit Raj bastola is from high court of gandaki pardesht. He discussed on civil and political rights topics. He said that, first we should proper use of our rights. Government give equal rights to all people but they did not use. There was a positive side but always people talks about negative. Now a day's poison vegetables are increasing. Our civil right is to have a healthy food.

Mr. Chakra Bahadur Budha is a CDO of gandaki pardesh. He said that improvement of political parties. Only making law is not important but also important how to implement them. "We saw road side children. Now a day's increasing rape. Government gives facility to the pregnant women to check of their health. We have natural resources but we did not properly uses. The government should give awareness program to the village people."

Mr. Hari bahadur is a minister of law of gandaki pardesh. He focuses on three words that are   protection, use and development. When making the law civil also care about intervene.

Mr. Dhan bahadur karki is SP of gandaki pardesh. He talks about civil and political rights, economic and social rights and environment rights. He shared about the problems of police station. He talks about problem they faced in prison. In the prison male and female stay different place. He said that justice system and security system is not given more priority. In the prison they always attendance of prisoner and they had made a team leader.  Now a day's torture rate is decrease.

                                                                                                                

Then after Advocate Ms. Bidhya Chapagain. The presentation was about the Universal Periodic Review.
Then after there was a group works with all participation. In the group work participated are divided into four groups.


   
 Mr. Mohan parshad regime shared that human rights did great job so, we did not work against it. We had also responsibility towards human right organization. He also talks about the transportation and political parties of Nepal. Civil people are fight for their rights.

Mr. Deepak dhoj jung karki is a director of human rights organization of gandaki pardesh. He talks about the enquiry system and communication system. He shared that organization always did proper interrogation, documentation and proper reporting.
At last program was ended by Mr. Shri Ram Bajgai. He shared about human rights situation of individual people. Government should focus to protection the individual rights.

Experience of Field visit in Kopila Nepal


                                              
                                                          
              
 I visit the Kopila Nepal in kaski, Pokhara.  Kopila Nepal is a non –profit, non- sectarian, non- government and making social organization which is established in 2000 but it is registered in 2001.  It is established by 9 people. The headquarter is in kaski, pokhara but works in 9 district. In the kopila Nepal there are total 29 staffs. In the Kopila Nepal we met the Tirtha Bahadhur Thapa(founder), Puspa Gurung(Supervisor), Navraj Dhakal (finance) and chyamata khadka (documentation officer).  Chyamata khadka shared with us, how it work, what is the aim of organization. They provide save home to the victims. There are two types of safe home. They are long term safe home: In the long term home they stayed for 14- 65 year old women. Transitional safe home: in this safe house they might be stayed 3-6 month but there were stayed 2 years if they have not identified, and their mental health problem is not so good.

Currently they have a 9 project works. Kopila Nepal victim referred through the government, District police office and court. First responsibility of victim is taken by their own guardian, then government and they referred to the Kopila Nepal. In the organization there was psycho therapist for the mental problems people. The organization helps 300 people per year. It focuses on women mental health problems. Kopila Nepal works with poor and marginalized women who are widows, abandoned, abused or victims of rape. It helps to built the women capacity by giving different types of training. The goal of organization is to empower women of the Nepal to become strong and independent businesswomen. 
                   

                    

Kopila Nepal work for the marginalized people in the society and they are fight for their fundamental rights and also working with marginalized women and children through developing and mobilizing their skill development training, education, psychosocial counseling, mental-health treatment, re-habitation and social re-integration and advocacy for rights. Kopila Nepal works with family, community members, school teachers, and policy maker to delivery their programmers.

Kopila Nepal collaborates with different human right organization in gandaki province. There are different projects in kopila Nepal works for child right. Kopila Nepal provides different training like agricultural, animal husbandry, irrigating coffee, tailor, handicraft etc to the marginalized women. It helps to women to build the capacity. Kopila Nepal is to improve quality of life of women, children and people with psycho social problem by building their own capacity and maximizing local resources.

The Interaction Program
 The interaction program was organized by National human right commission (NHRC) collaborating with Nil Hira Society at legacy hotel, Mustang road Pokhra, Ganadaki Pardesh. There were around 25 people participating in the program.  Government, non- government, department of Advocacy, department of police, and LGBT people are participated. Nil Hira Society fights for LGBT rights, freedom, supports as an advocacy and campaigning.  The Main aim of the program was equality and given equally right for lesbian, gay bisexual and transgender (LGBT).  In the program there was many LGBT people participated.
In the program the officer of NHRC Mr. Deepak Jung Dhoj shared his presentation about the act of our country for LGBT people. The Nepalese Constitution recognizes LGBT rights as fundamental rights. The Nepalese Constitution, approved by the Constituent Assembly on 16 September 2015, includes several provisions pertaining to the rights of LGBT people. These are the right to have their preferred gender displayed on their identity cards, a prohibition on discrimination on any ground including sex or sexual orientation by the State and by private parties, eligibility for special protections that may be provided by law, substitution of gender-neutral terms for the previous "male", "female", "son" and "daughter", and the right of access to public services for gender and sexual minorities.
Based on a ruling of the Supreme Court of Nepal in late 2007, the Government was also looking into legalizing same-sex marriage. According to several sources, the new Constitution was expected to include it.  Although the Constitution does explicitly include that "marginalized” communities are to be granted equal rights under the law and also mentions that LGBT people in Nepal particularly fall under that marginalized group, it appears to not address the legalization of same-sex marriage explicitly.
Despite these supportive laws and provisions, LGBT people still face societal discrimination in Nepal and there is significant pressure to conform and to marry a partner of the opposite sex.
 At the end he told that people have equal rights, freedom and positive discrimination. He told that how NHRC works and it supports the LGBT people. In every district there was a one person for work. They had made several meeting, training with people and they always support them.
There are some challenges faced by LGBT.  In the education sector, also while getting birth certificate, problem of house rent and marriage certificate.  They hide their private lives from colleagues and clients because of fear of homophobia, exclusion. They did not have job.
There were some cases like Shreya thapa, He is a gay. He stays with his friend.  They got married. After sometime they get separated. His wife got married with other man. And he also married with girl.  They had 3 children. They had one boy and 2 girls. He faced many problems because of his identify. When he went school with his son other people told that he is gay. He works in Pariwartan Nepal, distributes contraceptive device at night to the LGBT groups.
  Sonam karki Chettri is a boy. Before three years ago, he realized that he is a gay. But he said that he did not feel sad that he is gay.  Now he have been in a relationship with a guy s and he just wants his relationship be acceptable in society. He told that media also support them. There were several complaints about having discrimination by police, government office, in work place, by family, relatives and society.
Ms. Bina Silwal managing director of Kopila Nepal motivates LGBT groups to fight for own rights and to build up their courage, strength and face challenges. Also she suggested not have biased or discrimination between themselves. Also she informs to have more public awareness and scientific presentation about LGBT among public.
 
There was some open discussion in the program. Some LGBT shared that police arrest them without their mistake. So, the district police said that we did not arrest them without their mistake. When they did mistake only they arrested them. The LGBT people also involved crime sector.

 
At last Mr. Rajendra Ghimire shared that Society still did not accept LGBT people. Still women faced domestic violence and marginalized community people also faced different problems. Government has given them several rights so they should face the problem fight for it and go ahead. Government provides the awareness, training, programs.
From this program I saw that LGBT faced many problems.  The government, society, did not support them. I felt so sad when they shared their problems. According to  constitution they have  equal rights and freedom.

Safe home for children (Cwin)

I visited Child Workers in Nepal (CWIN) today. It was established by a group of students at Tribhuvan University on January 1, 1987 who was investigating the conditions of children living on the streets in Kathmandu, Nepal and recognized the need for advocacy in this area. Child Workers in Nepal is a non government organization (NGO) working for the Children's right.  It helps the street children, children who are sexually exploited and also those victimized by violence. The main objective of organization is to protect the children rights in Nepal. It motivates the children's by giving awareness program, campaigning and pressuring the government to protect and promote children's rights, and to end exploitation, abuse and discrimination against children.

 I met the director of the Child Helpline for the Kaski district, Mr. Shankar Nepali, and Krishna Gurung the psycho-socio counselor. CWIN specifically focuses on children and work with trafficking, child labor exploitation, missing and abandoned children, corporal punishment, online abuse, and violation of child rights. The founder of Child Helpline is Ms. Gauri Pardhan. The helpline protects children from mental and physical abuse, rape, and child trafficking. They provide emergency services such as the toll-free helpline number 1098 which is free of cost, rescue operations, psycho-social counselling, emergency shelters, legal support, family tracing, and social reintegration to respond to children at risk who are in need of care and protection. ‘1098’ is the Child Helpline number in Nepal. CWIN runs six child helplines and a number of support homes and centres based throughout Nepal. The child helplines are located respectively in Kathmandu, Biratnagar, Hetauda, Nepalgunj, Dhangadhi and Pokhara. In the child helpline there are two aspects: "Voice for voiceless" and "For child with child”. CWIN gives child training for students, teachers, civil society, and government and also helps to support the youth. Lastly, they support children for medical emergency situations. They work with the Government of Nepal to develop child-friendly policies, even though the government fails to prevent the violation of children's rights.

It is sad to see many children are abused for different purpose. But child workers help those children who are abuse. The child workers in Nepal are doing great work for victim child.

National human right commission and its provincial work




I visited the National human right commission in kaski, pokhara. The national human right commission is independent and autonomous constitutional body. It was established in the year 2000 as a statutory body under the Human Rights Commission Act 1997 (2053 BS). The Interim Constitution of Nepal 2007 (2063 BS) made the NHRC a constitutional body. It has a separate sphere of responsibilities in the constitutional legal system of the country. These responsibilities complement the responsibilities of the normal machinery of the administration of Justice, the Supreme Court, and the Office of the Attorney General, the Commission for the Investigation of Abuse of Authority, and other existing executive, quasi-judicial or judicial bodies of Nepal. 
                                               

I met the member of national human right commission Mr.Tank khanal,   Neetu gartaul, Saru shrestha. We introduce with them and Mrs. Neetu Gartaula shared information about the NHRC. There are nine offices around the country to provide services. The central office is located in Kathmandu. They explained how anyone can file a complaint regarding any issue relating to human rights. They work to verify information, make reports, and urge for government action, for the victim to go to court or receive compensation and protection. They intervene if police aren’t properly investigating and their power is very similar to the courts as they can rescue, search houses, and send victims to prison. According Article 132, to respect, protection, promote, and effective implementation of human right. They do different activities like monitoring, fact finding, verifying, and evaluation, inquiry, taking statement, intervention on any matter.  It works for domestic violence, police torture, rape, child abuse etc. If the law of country is not suitable then NHRC can also change the law of government.  NHRC works on different issues. It also provides public awareness programs and also trained people to empower on different topics. They also do programs collaborating with INSEC as well as other human right organizations, advocate and media.

My name is Nazarin
Khatun
. I live in Pandeypur Nayabasti of Varanasi in India. My mother’s
name is Mrs. Rizwana Khatun and she is a house wife. We are two brothers and
one sister. My father, Mr.Dilsheer Ahmed is hard working labour class person as
cart driver. My father wanted to send us to school. We studied upto grade 8 in
government school and for the further studies we were in lack of money due to
my father’s low income. We were unable to study despite my father hard worked.
He   managed to send both of brothers to school till
grade 12 but they stopped their studies due to lack of fund in family. My
father had to take loans due to the operation of my younger brother’s eye and
he had lost his confidence. After I Completed my studies of Grade 8, he told me
not to study anymore .Same time, my mother got the information about PVCHR and
she went to PVCHR office with some family problems and I got the scholarship
from grade 9 and I am studying in grade 11 right now. Due to the scholarship a
great change has appeared in my life and I think I can complete my studies. If
I get the scholarship in further studies too then I want to study Medical or
LLB. I am very happy. If I had not got the opportunity of scholarship, then I
would have never got to study here by myself. I and my family are grateful to
PVCHR and Rajduri Foundation for the help.
